19 of the Russian's twenty-one championships have been won on hard surfaces
A revitalized Medvedev claimed his initial title for nearly 30 months with success over Frenchman Moutet in the tournament championship match.
The Russian, a former number one, has experienced a challenging year, winning just one match at the Grand Slams and undergoing a setback at the US Open.
Medvedev's unpredictability on the professional circuit - and difficulties with his serving in especial - resulted in him dropping out of the world's top 10 and ultimately parting ways with long-term coach Cervara.
Now training with his coach and his other coach, Medvedev has gradually progressed in the past month - climaxing in a closely contested competitive triumph over challenger Moutet.
It is Medvedev's maiden trophy since the Rome competition and first on a hard surface from that period of that year.
Success also means he has won twenty-one championships at twenty-one different events.
"It's the first time I am participating in a competition with my children at once, so to get a trophy is really nice," said ranked player Medvedev.
"This championship is in dedication of my younger daughter Victoria, because the first title I got when my older daughter my daughter was delivered was for her."
Medvedev, the past champion, had failed in his last six title deciders, featuring in that event previously this season.
His counter-punching approach and regular emotional displays on the playing surface had caused commentators to doubt if his ability to compete at the highest level was finished.
Yet the athlete has altered his approach in the last few weeks, attempting to advance forward and perform aggressively, supported by an better serving game.
Medvedev recovered from a break down in the first set against the challenging Moutet, securing four of the final five games to go ahead.
The pair swapped service breaks in the second set before the challenger, striving for his initial professional championship, seized the initiative to push for a final set.
He defended 4 early chances in a competitive deciding set before the Russian broke to that score to secure the win.
Fittingly, he secured victory with a rally at the net, with the Frenchman failing to handle a shot after a lengthy match.
