Senate Republicans Back President's Proposal to Overhaul Obamacare

US senators are meeting during the weekend for the initial time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as government employees went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Plan from Golf Course

As weekend session got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic lawmakers expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another senior Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Several analysts suggested that the core of such a plan would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
